सीमा शुल्क मुद्दों के कारण बंदरगाहों पर फंसे खाद्य तेल की खेपों पर रोक हटाने का अनुरोध

नयी दिल्ली, 19 अप्रैल (भाषा) खाद्य तेल निकाय साल्वेंट एक्स्ट्रैक्टर्स एसोसिएशन (एसईए) ने बुधवार को कहा कि कच्चे सूरजमुखी और सोयाबीन तेल की खेपों को सीमा शुल्क मुद्दों के कारण बंदरगाहों पर रोक दिया गया है। एसईए ने सरकार से इस मामले को तुरंत सुलझाने का अनुरोध करते हुए कहा कि इससे खाद्यतेलों की कमी और खुदरा कीमतों में वृद्धि हो सकती है।

सरकार ने वित्त वर्ष 2022-23 के दौरान शून्य शुल्क पर कच्चे सूरजमुखी और सोयाबीन तेल के आयात का कोटा निर्धारित कर आयात करने की अनुमति दी थी और आयात खेपों को 20 जून, 2023 तक निकासी की अनुमति दी गई थी, बशर्ते कि ‘बिल ऑफ लैडिंग डेट’ (जहाज के जरिये आयात खेप भेजने की तिथि) 31 मार्च हो।

सॉल्वेंट एक्सट्रैक्टर्स एसोसिएशन (एसईए) के अध्यक्ष अजय झुनझुनवाला ने कहा, ‘‘दुर्भाग्य से, सीमा शुल्क ‘बिल ऑफ एंट्री’ (आयातित जिंसों के ब्योरे से जुड़ा दस्तावेज) के लिए जोर दे रहा है और ‘बिल ऑफ लेडिंग डेट’ को स्वीकार नहीं कर रहा है, इसलिए एक अप्रैल 2023 से ऐसी खेपों को रोक दिया गया है।’’

उन्होंने आगाह किया कि इस स्थिति से खाद्यतेलों की कमी के साथ कीमत भी बढ़ सकती है।

एसोसिएशन ने खाद्य और वाणिज्य मंत्रालयों के समक्ष इस मुद्दे को पुरजोर तरीके से उठाया है और उनसे अनुरोध किया है कि विदेश व्यापार महानिदेशालय (डीजीएफटी) द्वारा अधिसूचित ‘बिल ऑफ लेडिंग डेट’ के आधार पर इन दो खाद्य तेलों के आयात की अनुमति दी जाए।

झुनझुनवाला ने एसईए सदस्यों को लिखे पत्र में कहा, ‘‘हम उम्मीद कर रहे हैं कि मामला जल्द ही सुलझ जाएगा।’’

भारत आयात के माध्यम से अपनी वार्षिक खाद्य तेल खपत का लगभग 56 प्रतिशत जरुरत को पूरा करता है। सालाना आयाात करीब 1.3-1.4 करोड़ टन है।
