रांची: Gig Workers Bill, झारखंड सरकार फूड डिलीवरी, ई-कॉमर्स डिलीवरी और कैब सेवाओं में काम करने वाले गिग वर्कर्स को कानूनी संरक्षण देने की तैयारी कर रही है। इसके तहत एक नया कानून बनाया जाएगा, जिससे इन श्रमिकों को सामाजिक सुरक्षा और उनके वाजिब अधिकार मिल सकें। राज्य सरकार के श्रम, नियोजन, प्रशिक्षण एवं कौशल विकास विभाग ने इस संबंध में विधेयक का ड्राफ्ट तैयार कर लिया है।
विधानसभा में पेश होगा विधेयक
ड्राफ्ट को विधि और वित्त विभाग की स्वीकृति के बाद कैबिनेट में पेश किया जाएगा और फिर इसे 24 फरवरी से शुरू होने वाले झारखंड विधानसभा के बजट सत्र में प्रस्तुत किया जाएगा। इस प्रस्तावित कानून का नाम “झारखंड प्लेटफॉर्म बेस्ड गिग वर्कर्स (रजिस्ट्रेशन एंड वेलफेयर) बिल” रखा गया है।
क्या होंगे विधेयक के मुख्य प्रावधान?
इस कानून के तहत फूड डिलीवरी, ई-कॉमर्स डिलीवरी, ओला-उबर-रैपिडो जैसे कैब एग्रीगेटर्स के ड्राइवरों और अन्य गिग वर्कर्स को न्यूनतम वेतन, बीमा, स्टाइपेंड और अन्य सामाजिक सुरक्षा लाभ मिलेंगे। अनुमान है कि झारखंड में लगभग 12 लाख लोग इस तरह के कामों में संलग्न हैं।
गिग वर्कर्स के पंजीकरण के लिए एक डिजिटल प्लेटफॉर्म बनाया जाएगा, जहां प्रत्येक श्रमिक को एक यूनिक आईडी जारी की जाएगी।
गठित होगा गिग वर्कर्स वेलफेयर बोर्ड
गिग वर्कर्स के मुद्दों के समाधान के लिए सरकार “झारखंड प्लेटफॉर्म बेस्ड गिग वर्कर्स वेलफेयर बोर्ड” का गठन करेगी। इस विधेयक का ड्राफ्ट पिछले साल जुलाई में सार्वजनिक किया गया था, जिस पर नियोजक कंपनियों, गिग वर्कर्स और आम जनता से सुझाव मांगे गए थे।
इससे पहले, झारखंड राज्य न्यूनतम मजदूरी परामर्शदातृ पर्षद ने गिग वर्कर्स की स्थिति का अध्ययन करने के लिए एक कमेटी गठित की थी।
स्थानीय लोगों के लिए नौकरियों में आरक्षण लागू
झारखंड सरकार पहले ही राज्य में कार्यरत निजी कंपनियों में ₹40,000 तक की मासिक सैलरी वाली नौकरियों में 75% पद स्थानीय निवासियों के लिए आरक्षित करने का कानून लागू कर चुकी है। इस कानून का उल्लंघन करने वाली सैकड़ों कंपनियों के खिलाफ कार्रवाई भी की गई है। यह नया विधेयक राज्य के लाखों गिग वर्कर्स को वित्तीय और सामाजिक सुरक्षा प्रदान करने की दिशा में एक महत्वपूर्ण कदम साबित होगा।
