Parliament Special Session Agenda – The Indian government has unveiled the agenda for the upcoming special session of Parliament, scheduled to commence on September 18. The session promises to be eventful, featuring discussions on significant topics and the possible shift from the old Parliament building to the new one. Let’s delve into the details.
On the inaugural day of the special session, September 18, Lok Sabha will host a discussion titled ‘Parliamentary Journey of 75 years starting from Samvidhan Sabha – Achievements, Experiences, Memories, and Learnings.’ This discussion is expected to reflect on the remarkable milestones and lessons learned during Parliament’s 75-year journey.
One of the anticipated highlights of this session is the potential relocation of parliamentary proceedings from the old building to the new Parliament building. This shift signifies a significant change in the historic settings where legislative business has been conducted for decades.
The government has included crucial bills for deliberation and passage during the special session. Notably, the bill concerning the appointment of the Chief Election Commissioner and other election commissioners is slated for consideration. This bill was initially introduced in Rajya Sabha during the previous Monsoon session.
In addition to the Chief Election Commissioner appointment bill, Lok Sabha has several other bills on its agenda. These include ‘The Advocates (Amendment) Bill, 2023,’ and ‘The Press and Registration of Periodicals Bill, 2023,’ both of which have already been approved by Rajya Sabha on August 3, 2023. Furthermore, ‘The Post Office Bill, 2023,’ introduced in Rajya Sabha on August 10, 2023, is also on the list of business items.
It’s essential to note that the list of business items is tentative, and more items may be added as the session progresses.
To ensure smooth proceedings during the special session, the government has scheduled a meeting with floor leaders of all political parties on September 17, one day before the session’s commencement. This proactive approach aims to facilitate cooperation among political leaders and streamline legislative activities.
Commenting on the session’s agenda, Congress leader Jairam Ramesh remarked, “The agenda as published at the moment is much ado about nothing. All this could have waited till the Winter session in November.” He further speculated that the government might have “legislative grenades” up its sleeves.
Today is September 13th. The five-day Special Session of Parliament will commence five days from now and nobody—barring One Man(ok, perhaps the Other One too)—has any sense of the agenda. On every previous occasion, when Special Sessions or Special Sittings were held, the list of…

Former Congress chief Sonia Gandhi had previously written to Prime Minister Narendra Modi, urging the announcement of the session’s agenda when none was initially listed.
A significant point of contention during this session will be the Chief Election Commissioner and other Election Commissioners (Appointment, Conditions of Service, and Term of Office) Bill. This bill proposes replacing the Chief Justice of India with a cabinet minister in the panel responsible for selecting the chief election commissioner and election commissioners.
This move is perceived as an attempt to exert greater government influence over these appointments, leading to criticism from opposition parties. The Supreme Court had earlier ruled that the prime minister-led panel, which includes the leader of the opposition in Lok Sabha and the Chief Justice of India, would select these commissioners until a parliamentary law is enacted on the matter.
According to the proposed law, the Selection Committee, led by the prime minister, would have the authority to consider individuals not included in the panel prepared by the Search Committee, which is headed by the cabinet secretary.
The agenda for the upcoming special session of Parliament, starting on September 18, is now available for public scrutiny. While some critics question the timing of this session, the inclusion of critical bills, discussions on Parliament’s 75-year journey, and the potential relocation to a new building promise a session of great significance.
As the session unfolds, it will be interesting to see how the government and opposition navigate these key legislative matters and discussions.
